Which CPI counts if the agreement does not say which?

Short answer

If the agreement only says “CPI”, “real CPI” or “CPI for 2026”, the reference is the national CPI published by the INE, December on December. A regional or provincial CPI only applies when the agreement says so expressly.

Three sources support this:

Clauses tied to a CPI other than the national one, such as the Basque Country’s or Catalonia’s, are the least frequent and say so expressly.

Official gazettes

The agreements’ own tables

Salary tables published in the gazettes

When a regional or provincial agreement raises its tables “by the CPI” without further detail, the actual increase matches the national CPI in the vast majority of cases that can be checked.

Each agreement’s page states whether the territory is set by the agreement itself, whether the national CPI has been taken because it does not specify one, and whether its tables or the figures printed in the gazette confirm it. When anything points to another territory, nothing is inferred.

Frequently asked questions

Which CPI is used to revise salaries under a collective agreement?

Whichever the agreement itself says. The most common is the change in the CPI from December to the previous December, and the territory is set by the clause: the national CPI, the autonomous community’s or the province’s. Some agreements use another reference, such as the annual average, a twelve-month period that does not match the calendar year, the sum of several years or the forecast CPI.

When is a year’s CPI known?

The INE (Spain’s National Statistics Institute) publishes the final December figure in mid-January of the following year. Until then the revision cannot be calculated, which is why many agreements pay the back pay in the January or February payslip.

Which CPI applies if the agreement only says “real CPI” or “CPI”?

The national one: the general national index published by the INE, taken December on December. In the dispute over the food retail agreement of Asturias (Supreme Court judgment 211/2025 of 25 March) the figure that was upheld, 5.7%, is the national CPI for 2022, and the tables published by the agreements themselves confirm it too. A regional or provincial CPI only applies when the agreement says so expressly.

Do you calculate the CPI-revised salary tables?

No, unless the calculation can be checked against a published figure. If the gazette does not publish the revised table, the agreement’s page shows the gazette table with a notice, the CPI that applies and a link to this page.
